I Sistemi autonomi (art. 221 bis):  il nuovo Dlgs n. 116/2020 conferma il sistema Conai-Consorzi (inclusi i sistemi autonomi già esistenti, ad esempio Coripet), viene disciplinato un nuovo iter di costituzione dei sistemi autonomi con l’art. 221 bis. Esso duplica e non si concilia con quanto già previsto dall’art. 221, comma 5 e successivi.
